Import VAT

French import VAT of 20 percent is charged when the parcel enters the country and is paid by you. Wrist watches of Swiss origin normally attract no customs duty under the free trade agreement between Switzerland and the EU when the origin is documented, and that paperwork travels with the watch.

Is it worth buying in Switzerland rather than in France?
Sometimes, but not automatically. Once you add 20 percent import VAT the gap narrows. What Switzerland gives you is depth of stock and provenance, which is usually the better reason to buy here.
